Job Start
Job Start helps small employers expand their business by funding new jobs. When an employer creates a new job and agrees to hire a Temporary Assistance client, DPA pays the employer the amount of the client’s Temporary Assistance cash benefit. The employer selects the best-qualified worker from pre-screened, work-ready Temporary Assistance clients and uses Job Start to supplement their wages.
The Temporary Assistance client who is hired as a result of this program can be a person with a disability.

Microloan Loan Program
The purpose of the Microloan Loan Program is to promote economic development in Alaska by helping small businesses access needed capital. Loans may be made for working capital, equipment, construction or other commercial purposes for a business located in Alaska. They may not be made to pay costs that were incurred more than six months before loan application. The maximum loan amount is $35,000 to a person or up to $70,000 to two or more persons and the maximum loan term is six years.
Constructing a worksite that meets Americans with Disability Act standards for accessibility is an appropriate use of this loan.

On-the-Job Training - Employer Information
On the Job Training gives employers the opportunity to tap into a pool of workers who are good candidates for a job, but may need additional training to be qualified. Funding for OJTs comes from various programs that help job seekers become qualified for the marketplace. Employers benefit in many ways:
- Employers make all the hiring decisions and tailor the training.
- A portion of the employee’s wage is reimbursed by the participating agency.
- The employer has the opportunity to train employees to meet their business needs.
- On the Job Training hires are more loyal to employers that give them good job opportunities through this training option.
- Employers also save on recruiting, screening, and new employee training costs.
The employee benefiting from On the Job Training can be a worker with a disability who needs specialized skills training to achieve gainful employment.

Program Solutions (Assistive Technology)
This web page has a breakdown of the programs and services that Assistive Technology of Alaska currently offers to help Alaskans get information, access, and the acquisition of assistive technology. Included on this list are assistive technology device loans and demonstrations, and a reuse/exchange project.
Registered Apprenticeship
Registered Apprenticeship is a highly flexible training and workforce development model that combines on-the-job learning, related instruction and paid work experience. Apprenticeship allows employers to establish the standards of proficiency, while developing a local and loyal workforce.
The worker who is hired as an apprentice can be someone with a disability who needs this method of vocational instruction to secure employment.
Rural Development Initiative Fund
The Rural Development Initiative Fund.The goal of this program is to provide private sector employment by financing the start-up and expansion of businesses that will create significant long-term employment. Loans may be made to a business located in a community with a population of 5,000 or less that is not connected by road or rail to Anchorage or Fairbanks, or with a population of 2,000 or less that is connected by road or rail to these 2 cities. The loans may be made for working capital, equipment, construction or other commercial purposes and must result in the creation of new jobs or the retention of existing jobs in the eligible community.
A loan’s maximum amount is $150,000 to a person or up to $300,000 to two or more people and its term is 25 years.
The job creation generated by this loan fund could mean more employment opportunities for workers with disabilities in Alaska.

Small Business Economic Development
The objective of the Small Business Economic Development loan program is to provide private sector employment by financing the start-up and expansion of businesses that will create significant long-term employment. To be eligible for the loan, a company must be a small business as defined by the Small Business Administration. Applicants are required to match loan funds with cash or other private, non-public financing. In many cases, this private match must be one and one half the loan amount requested. Loans may not be made if a bank is willing to finance the entire project and must result in the creation or retention of jobs that would be lost in eligible areas. These areas include all communities in the state of Alaska with a population of less than 30,000.
A loan’s maximum amount is $300,000. The interest rate is fixed rate generally below 6%. The maximum term of 20 years for fixed asset loans and 5 years for working capital loans. Terms may not exceed the term of any associated private sector loans.
An increase in employment opportunities, especially for workers with disabilities, would be a positive outcome of these loans.

Veteran Employment Tax Credit
This is a credit for the employment of a veteran. The available credit is $3,000 for hiring a disabled veteran or $2,000 for a veteran who is not disabled. For seasonal employment, the credit is $1,000. The law became effective on July 1, 2012.
